Hi Woody,

We should test these before we post them.  The vocab has problems. 

The domain "outside threshold" needs to be renamed "ObservationInterpretationOustsideThreshold".  (Domain names can't have
spaces.)

Also, the RIM hasn't been fixed to have ActRelationship.subsetCode to point to ActRelationshipSubset and Participation.subsetCode to point to ParticipationSubset.
